Yes, rain, fog, and atmospheric pressure all factor into the radar equations that are used in the CarMaker radar model.
Both the “Radar” and the “Radar RSI” sensors in CarMaker take these degradations into account.
For a detailed description of the equations used in the degradation model, I would recommend reading section “20.13.2 Detection Based on Signal-to-Noise Ratio” of the CarMaker ReferenceManual document. It describes the SNR derivation, noise factors, weather effect factors, and other concepts that you may find useful.
